Some religious groups in some or all countries, region will be regarded as "cult." But not all been identified as "evil cult" of religious groups will be regarded as illegal, some just because of its teachings, organization, ceremony, etc. not to be the local government or the majority of people can accept, but some will be related to criminal.
Each country and regional policy, viewpoint, and law enforcement different. A lot of country's Constitution in Article have religious freedom, but the actual actions are different. Moreover, law enforcement are also different.
